Joe Portelli is the Executive Director, System Purchasing Branch at the NSW Ministry of Health. Key to the role is the negotiation and development of the annual Service Agreements with the local health districts within NSW, which allocates the $30bn NSW Health budget to health entities. The role also includes negotiation and management of statewide contracts with private hospital operators.
Joe has responsibility over various service access policies, including elective surgery, emergency departments and outpatients. The branch also includes policy and implementation of programs to improve patient experiences in NSW Health facilities, as well as coordinating NSW’s approach to sustainability and responding to climate risk.
Joe has had several roles in NSW Health, at both the district and state level. Prior to NSW Health, Joe worked in Health Analytics at PwC where he consulted for the Commonwealth Government and private organisations. Joe has a Bachelor of Business and a Masters in Biostatistics, and is a Chartered Accountant.
